Baltimore had the third-highest murder rate. It trailed only St. Louis, Missouri and Gary, Indiana. Baltimore’s rate was nearly 2.5 times that of Chicago and over six times as high as Phoenix, which not only doesn’t require a permit to buy a handgun, it doesn’t require a permit to carry one, either.

Baltimore also had the fourth-highest rate of violent crime, trailing only Anniston, Alabama, Detroit, Michigan, and Memphis, Tennessee.

Clearly, there are serious problems in the city that aren’t going to be solved by legislation.
