As of the end of 2019, there were 18.66 million active handgun carry permits in the United States. There are 31 states that do not require a permit to carry a handgun in plain sight. Citizens who are residents in 16 states do not need any sort of permit to carry a handgun at all, openly or concealed. Some of those states allow citizens from any state to carry.
Firearm sales set a monthly record in March of this year and the sales for the first five months are 56% ahead of last year, with more than 8.7 million guns transferred so far.
Sworn law enforcement officers at the federal, state, county, and municipal level are required to be armed while performing their official duties. Active law enforcement officers can carry a concealed handgun in any state in the Union. Retired law enforcement officers with proper credentials can do the same.

A law enforcement officer is required by law to take alleged offenders into custody in most cases. Depending on the severity of the offense, they may be required to use any means necessary to effect an arrest and to prevent an escape.
Police routinely encounter armed offenders. Gun control laws have never worked when it comes to reductions in violence or the use of guns by criminals.
The vast majority of police-involved shootings in the United States are justifiable because the officer was being attacked with deadly force or because the officer had to intervene to protect other people.
It bothers you to see another person carrying a gun. You're certainly not alone as one of the other responses would indicate and I would be the last person to try to tell you that you need to carry one yourself.
But you need to understand something: All these police officers and millions of your fellow citizens, with the same rights that you have, aren't carrying guns in order to intimidate you or impress you. In fact, they are carrying guns for reasons that have nothing to do with you, which is why they ignore your distress. That's a personal problem you will have to deal with on your own.
